Important distinction most guides blur: plain Web3 application development (building dApp front-ends, wallet interfaces, smart-contract tooling) is a standard tech/professional license, not a VARA-regulated activity — VARA only applies once you're custody-holding assets, running an exchange, or otherwise providing a licensed virtual-asset service. A development shop that doesn't touch client funds can operate on a normal Dubai, Abu Dhabi, or Sharjah professional license, roughly AED 9,000-15,000 in government fees.
That said, VARA's fee schedule is the number worth knowing if the roadmap includes anything custodial: Schedule 2 sets application fees at AED 40,000 (advisory, transfer/settlement) or AED 100,000 (exchange, broker-dealer, custody, lending) — and annual supervision fees of AED 80,000-200,000 on top, before minimum paid-up capital requirements of AED 100,000 to AED 1.5 million depending on activity.
Sharjah's cheaper base license cost makes it attractive for a pure-development studio with no near-term custody ambitions; Dubai remains the default once VARA licensing enters the picture, since that's where the regulator and the ecosystem (exchanges, funds, service providers) actually sit.
100% foreign ownership applies throughout. Get the activity classification right before quoting a fee — "Web3 development" and "virtual asset service provider" are very different cost conversations.
